The present invention relates to a scrap melting rate determination device, an electric furnace steelmaking operation device having the same, a scrap melting rate determination method, and a steelmaking operation method using the same. A melting state of the scrap in the electric furnace main body is photographed in real-time with a thermal imaging camera and a melting rate of the scrap is calculated with the photographed image, a power source unit is reduced and a shortened operation time through change of a power input pattern is shortened by analyzing a correlation between the power input amount inputted in real-time and the scrap melting rate and thus maximizing an efficiency of the steelmaking operation of the electric furnace, a recovery rate is improved and a water leakage advance measure of a WCP water cooling jacket is possible, and operation loss is minimized during water leakage of the WCP water cooling jacket and during operation accident with a rapid response, thereby preventing water leakage of the WCP water cooling jacket through an in-house observation of the furnace.
