The present invention relates to an electric furnace steelmaking operation device that measures the scrap dissolution rate and the amount of residual water, and a steelmaking operation method using the same.The dissolution rate of scrap is calculated by calculating the dissolution rate of the scrap during the steelmaking operation while photographing the melting state of the scrap in the electric furnace with a thermal imaging camera. Maximizes the efficiency of the electric furnace steelmaking operation by reducing the power unit and shortening the operating time by changing the power input pattern according to the change, improving the recovery rate, taking precautionary measures for WCP water cooling jacket leakage, and promptly responding to the occurrence of WCP water cooling jacket leakage. In the event of a furnace operation accident, operation loss can be minimized, and leakage of the WCP water cooling jacket can be prevented in advance through observation in the electric furnace during hot weather. In addition, by using a thermal imaging camera to photograph the amount of remaining water remaining in the electric furnace while taking a lecture, the amount of remaining water is adjusted to reduce the steelmaking operation time (energization time, refining time) while minimizing the power unit.
