The present invention relates to a converter cooling device for cooling heat of a converter for supplying the power of a battery or generator as the power of a power source, a manufacturing method thereof, and a vehicle having the same. In the converter cooling device for cooling a converter by embedding and installing vehicle cooling pipes in a cooling plate such that an upper part of the vehicle cooling pipes is exposed, installing a converter on the cooling plate, and flowing cooling fluid through cooling pipes, a heat conduction member is installed between the cooling pipes and the converter to conduct heat of the converter to cooling pipes or a cooling chamber is installed on flow paths of the cooling pipes to conduct heat of the converter to cooling fluid through the upper cover of the cooling chamber. The present invention has effects of improving cooling efficiency by the heat conduction member or the cooling chamber while reducing overall weight by manufacturing the cooling plate with a light resin material.
