A titanium dioxide powder in which a rutile phase and an anatase phase are bound according to an embodiment of the present invention comprise a rutile phase titanium dioxide (TiO_2) in a form of a powder having a modified surface, and an anatase phase TiO_2 bonded to the modified surface of the rutile phase TiO_2. According to embodiments of the present invention, it is possible to manufacture the titanium dioxide powder having improved photocatalytic properties.
