The present invention relates to an integrated management system for controlling a garbage collecting vehicle and issuing, ordering, and collecting a garbage meter-rate payment certificate and bag. The system includes: a local government terminal generating meter-rate identification code request information; a user terminal generating standard information, quantity information, and order information regarding the meter-rate payment certificate; a management server including an identification code generating part generating a meter-rate system identification code; a scan part extracting the meter-rate system identification code; and a collector terminal receiving the meter-rate system identification code to transmit the code to the management server. Thus, the present invention is capable of planning and updating an optimal garbage collection route by reflecting a garbage collection state in real time.
