The present invention relates to an integrated management system which is capable of controlling a garbage collection vehicle and issuing, ordering, and collecting a garbage meter-rate bag. The system comprises: a local government terminal which is installed and operated in each local government and configured to generate meter-rate system identification code request information; a user terminal which is installed and operated in each business place that sells a garbage meter-rate bag or a meter-rate payment certificate and which is configured to generate standard information, quantity information, and order information regarding the garbage meter-rate bag or the meter-rate payment certificate; a management server including an identification code generating part that interoperates with the local government terminal and the user terminal and is configured to generate a meter-rate system identification code when receiving the meter-rate system identification code request information from the local government terminal; a scanning unit configured to scan the meter-rate system identification code printed on the garbage meter-rate bag or the meter-rate payment certificate to extract the meter-rate system identification code; and a collector terminal configured to receive the meter-rate system identification code from the scanning unit to transmit the code to the management server.
