Disclosed is a computer readable medium containing a method, system, apparatus, and program for receiving user viewing data including a media source, viewing time, and user name. The user name identifies a user and the user viewing data is associated with a media viewing device. The user viewing data is recorded by passively monitoring a user input to a media viewing device. The program watched on the media viewing device is determined based on user viewing data. A plurality of viewing observation rules are stored in the memory. The viewing assessment rule includes one or more criteria based on user viewing data. The at least one attachment rule includes a criterion for the user to watch the program. It is determined whether the user viewing data matches one or more criteria of the viewing attachment rules. An indication of one or more attachments is stored in association with the user name.
