The present invention relates to an improved vehicle detection method using a top-down method of receptive filed, and to an abnormal parking and stopping vehicle identification system using the same. According to one aspect of the present invention, the vehicle identification method comprises: a first step of receiving an image through a camera; a second step of identifying at least one vehicle in the received image; extracting a feature associated with the at least one vehicle; a fourth step of determining whether license plate identification of the at least one vehicle and vehicle number identification in the license plate are possible based on the extracted feature; a fifth step of monitoring a first vehicle when the first vehicle in which at least one of identification of the license plate and identification of the vehicle number is impossible exists from the at least one vehicle; and a sixth step of retrying the license plate identification of the first vehicle and the vehicle number identification in the license plate when a movement of the first vehicle occurs during a monitoring operation.;COPYRIGHT KIPO 2019
