The present invention relates to a method for preparing a heterogeneous catalyst, a method for activating persulfate using the catalyst prepared by the method, and a method for treating contaminants using the catalyst prepared by the method. The method may include mixing, adding sodium carbonate to the mixed mixture, and sintering the precipitate formed by the addition. According to the present invention, it is possible to effectively activate persulfate in all pH ranges to produce sulfate radicals and reactive oxygen species, thereby effectively removing hardly degradable contaminants.
