The present invention relates to a method for producing a heterogeneous catalyst, a method for activating persulfate using the catalyst produced by the method, and a method for treating pollutants using the catalyst produced by the method. To this end, the method comprises the following steps: mixing a metal salt with aluminum chloride; adding sodium carbonate to the mixture mixed in the previous step; and calcining the precipitate formed by the addition. According to the present invention, by effectively activating persulfate in all the pH ranges, it is possible to produce sulfate radicals and reactive oxygen species, thereby effectively removing refractory pollutants.
