The present invention relates to a method for repairing and protecting a cross section of a concrete structure using an eco-friendly polymer mortar for recovering a cross section and a surface coating agent, which is capable of reinforcing bonding strength, weather resistance and mechanical properties. The method of the present invention comprises the steps of: chipping a cross section of a concrete structure required with a repair until a part which is not damaged appears; applying a polymer mortar composition; and applying a surface coating agent.
