The present invention discloses a denitrification and desulfurization and dedusting apparatus and method from FCC tail gas by an ammonia based process. The apparatus includes a first stage waste heat recovery system, a denitrification system, a dedusting and desulfurization system, a tail gas exhaust system and an ammonium sulfate aftertreatment system. The vibration suppression and desulfurization system includes a vibration suppression tower and an absorption tower disposed separately. The top and bottom of the absorption tower are connected to the tail gas exhaust system and the ammonium sulfate aftertreatment system respectively. The absorption tower comprises an oxidation zone, an absorption zone and a particulate control zone in order from bottom to top. Denitrification and desulfurization and dedusting methods from FCC tail gases by an ammonia based process are realized with the apparatus. The method of the present invention has no wastewater discharge, no secondary pollution, synergistic management of various contaminants, and the final product ammonium sulfate can be obtained by recovery of sulfur dioxide by recycling, and reduce investment and operating costs.
