The present invention relates to a seating and standing-up assistance device for a toilet seat which is provided in a toilet for users having mobility difficulties such as the elderly and persons who are weak, suffer from arthritis, and have spinal problems, and more specifically, to a seating and standing-up assistance device for a toilet seat, having a communication module for transmitting an emergency call signal, which assists toilet users in sitting on a toilet seat or standing up therefrom, thereby enabling the toilet users to use the toilet seat more conveniently and safely, and enables the users to notify a guardian or relevant authority when an emergency occurs. According to the present invention, the seating and standing-up assistance device for a toilet seat, having a communication module for transmitting an emergency call signal, is provided in a toilet seat of a toilet for the users having mobility difficulties such as the elderly and persons who are weak, suffer from arthritis, and have spinal problems, and assist the users in sitting thereon or standing up therefrom, thereby increasing user convenience and safety, and can transmit an emergency call signal when an emergency occurs, thereby enabling the users to quickly receive help from the guardian or relevant authority and people therearound. Further, the present invention amplifies a sensor signal by using a plasmon nanostructure layer containing gold nanoparticles on the surface of a plasmon resonance biosensor, thereby easily detecting a biomarker (marker material) associated with a specific disease.
