A system and method to automatically identify, locate and assign luminaires into groups uses light based communication such as visual light communication (VLC) or dark light communication (DLC) for commissioning a lighting control. The system includes a VLC/DLC sensor 134, which may be in the shape of a ring, cube or pyramid, to capture light data from at least one luminaire 112, and a sensor system 108 to measure an actual light intensity of the luminaire at the luminaire. The VLC/DLC sensor measures a light intensity and determines a direction of the luminaire from which the light data is received. A server 106 is configured to generate a map of luminaire locations based on the light data and actual light intensity for each luminaire. The identified luminaires may be assigned to luminaire groups based on their distances to the VLC/DLC sensor. The disclosed systems and methods provide enhanced lighting system commissioning, maintenance, and updating.
