PROBLEM TO BE SOLVED: To perform segment division processing on a text structure which is easy for a user to understand. SOLUTION: It has an acquisition unit for acquiring text information divided into segments and input, and a division processing unit for dividing the text information acquired by the acquisition unit into finer segments. The division processing unit learns the characteristics of the segment boundary in the boundary feature learning unit, and the boundary estimation unit estimates the location of the segment boundary based on the learning result of the boundary feature learning unit. The iterative control unit controls the boundary feature learning unit and the boundary estimation unit so as to repeatedly learn the characteristics of the segment boundary and estimate the location of the segment boundary.
