The present invention provides a code rate control method, apparatus and video server based on a video encoder. In the code rate control method based on the video encoder according to the present invention, when it is necessary to switch the code rate during video playback, the time stamp of the frame to be transmitted to the video encoder is changed during the switching, and the time stamp is changed. The frame is transmitted to the video encoder, and the time stamp of the output frame is restored to the original time stamp for each frame output by the video encoder. As a result, clogging due to interruption of coding does not occur, and switching is performed very smoothly.
