PROBLEM TO BE SOLVED: To improve accuracy of reliability evaluation of a noninvasively calculated light-absorbing substance concentration in blood.SOLUTION: A first light-emitting unit 11 emits first light including a first wavelength λ1. A second light-emitting unit 12 emits second light including a second wavelength λ2. A third light-emitting unit 13 emits third light including a third wavelength λ3. A first variation acquisition unit 31 acquires a first variation ΔA1 corresponding to a light reduction degree variation in the first light accompanying with pulsation of blood of a subject 2. A second variation acquisition unit 32 acquires a second variation ΔA2 corresponding to a light reduction degree variation in the second light accompanying with the pulsation. A third variation acquisition unit 33 acquires a third variation ΔA3 corresponding to a light reduction degree variation in the third light accompanying with the pulsation. A concentration calculation unit 40 calculates an SpO2 of the blood on the basis of the first variation ΔA1 and second variation ΔA2. An estimation value calculation unit 50 calculates an estimation value ΔA3' of the third variation ΔA3 on the basis of the first variation ΔA1 and second variation ΔA2.
