A method (1600) for wireless communication at a base station (105), comprising: identifying (1605) time resources and frequency resources for narrowband communication in a plurality of subframes; identifying (1610) a plurality of "UE" user equipment devices (115); allocating (1615) at least a first portion of the time resources and frequency resources to an uplink channel "UL" to carry UL control information; allocating (1620) UL channel resources to the identified plurality of UE devices, wherein the allocated resources include unique tone assignments for the identified plurality of UE devices; and, wherein the narrow-band communication includes one of "NB-LTE" LTE narrow-band communication, "M2M" machine-to-machine communication, and "NB-IoT" internet of things narrow-band communication.
