A medical observation system (3) is provided with: an imaging unit (303) that captures images of an affected area; a detection unit (311) that extracts movement of a treatment tool held in the vicinity of the affected area, on the basis of the images of the affected area sequentially captured by the imaging unit, and that detects movement of the affected area, on the basis of the result of the extraction; and a control unit (301) that controls a process for observation of the affected area in accordance with the result of detection of the movement of the affected area.
