The vehicle master device is provided with: a delivery frequency determination unit (83d) which, on the basis of the correspondence between a predetermined vehicle power supply state and transmission restriction information relating to delivery of update data, as well as a vehicle power supply state when an update is performed, determines a frequency of delivery of update data to the electronic control device to be reprogrammed; and a deliver control unit (83f) which controls the delivery of update data in accordance with the delivery frequency determined by the delivery frequency determination unit.
