Disclosed are a method and system for learning when to change traffic lanes on the basis of a camera, and a method and system for providing a notification as to whether it is possible to change traffic lanes. The method for learning when to change traffic lanes, according to an embodiment of the present invention, comprises the steps of: receiving images which, relating to an area at the side-rear of a vehicle, are input through a camera and have a first label or second label assigned to each frame (the images assigned the first label include an image indicating a blocked state where a traffic lane change is blocked, and the images assigned the second label include an image indicating a free state where a traffic lane change is possible); on the basis of a transition time point when a transition from the blocked state to the free state takes place, assigning a label indicating that it is possible to change traffic lanes after n time units (n is a natural number), to at least one frame prior to the transition time point according to the number of frames per second (FPS); and learning when to change traffic lanes, on the basis of the frames of the images and the labels that the frames include.
