A reinforcing bar hoop bending machine, comprising a traction wheel set (3), a traction length metering wheel set (4), and a traction straightening mechanism. The traction straightening mechanism is provided between the traction wheel set and the traction length metering wheel set; the traction straightening mechanism comprises at least two driving wheels (5) and at least one driven wheel (6); the driving wheels and the driven wheels are provided in a staggered manner; a gap allowing a reinforcing bar (10) to pass through is provided between each two adjacent driving wheel and driven wheel. The hoop bending machine can stably pull the reinforcing bar while straightening the reinforcing bar, thereby preventing the reinforcing bar from slipping and twisting, and improving later counting and metering accuracy.
