The apparatus comprises: an unwinding mechanism (1), a winding mechanism (2), and a dog urine mat bearing mechanism (3); a camera module (244) is provided above the dog urine mat bearing mechanism (3); a temperature sensor, a weight sensor, and a transmission module are provided on the intelligent detection and collection device; the camera transmits an acquired image to an intelligent analysis system (6) by means of the transmission module, the temperature sensor transmits an acquired temperature of dog excrement to the intelligent analysis system (6) by means of the transmission module, and the weight sensor transmits an acquired weight of the dog excrement to the intelligent analysis system (6) by means of the transmission module; the intelligent analysis system (6) performs health state analysis on the dog according to basic characteristics of a dog, dog excrement variable characteristics, a dog excrement weight characteristic, a dog excrement temperature characteristic; upon the analysis, if the health state of the dog is abnormal, a health report of the dog is pushed to the owner of the dog, or/and the health report of the dog is stored in a storage module. According to the present invention, the health state of a dog can be known in real time, thereby implementing symptomatic treatment.
