The present invention relates to an electrolytic cell (1) for obtaining graphene by means of electrolytic exfoliation of graphite (6), comprising a first electrode (2) and a second electrode (3) linked to each other and spaced apart, and both electrodes submerged in a liquid electrolyte (7) contained in a vessel (8), where both electrodes (2, 3) are arranged parallel and in a horizontal plane in a functional condition where graphene is obtained, wherein the first electrode (2) is located right above the second electrode (3), the second electrode (2) presenting a confinement zone (4) (materialized by a confining non-conductive material (5)) wherein the graphite (6) to be exfoliated is contained,. The invention also relates to the process for obtaining few-layers graphene in said electrolytic cell.
