Provided is a marine vessel analysis device that is able to assess a suspicious marine vessel appropriately. A marine vessel analysis device (1) has a pattern generation unit (2), an estimation unit (4), and an assessment unit (6). The pattern generation unit (2) generates, from position information that changes over time for a designated marine vessel, which is a marine vessel to be analyzed, a designated vessel track pattern representing the track of the designated marine vessel. The inference unit (4) uses the generated track pattern to infer the navigation conditions of the designated marine vessel. The assessment unit (6) compares the inferred navigation conditions and designated navigation conditions, which are the navigation conditions indicated by marine vessel information issued by the designated marine vessel, thereby assessing whether the designated navigation conditions are false.
