This three-dimensional data encoding method converts (S8401), into a plurality of coefficient values, a plurality of pieces of attribute information about a plurality of three-dimensional points included in point group data, and generates (S8402) a bitstream by encoding the plurality of coefficient values. In the conversion (S8401), a weighting calculation is hierarchically performed which divides each of the plurality of pieces of attribute information into a high frequency component and a low frequency component, and thus the plurality of coefficient values which belong to any of a plurality of layers are generated. In the weighting calculation, the weighting calculation is performed by using a plurality of weights that are fixed or not fixed in the plurality of layers, and the bitstream includes first information that indicates whether the plurality of weights are fixed in the plurality of layers.
