Dynamically changing the transmission rate of traffic flow through each portion of the primary and secondary bands allows the transmission point to satisfy the QoS requirements for the integrated air interface. QoS requirements may specify that the overall transmission rate of traffic flow through the integrated air interface exceeds a threshold. The transmission rate can be changed based on the contention level of the auxiliary band. For example, in high competition periods, the transmission rate in the primary band may be increased to compensate for the lower effective transmission rate for the secondary band. Likewise, in a low contention period, the transmission rate in the primary band can be reduced step by step to compensate for the higher effective transmission rate compared to the secondary band.
