The present invention relates to a manufacturing method of naturally fermented vinegar with brown rice and mugwort and naturally fermented vinegar with brown rice and mugwort manufactured by the method. To this end, the naturally fermented vinegar is prepared using dried mugwort and brown rice made by the following steps: immersing mugwort in a bamboo salt brine, and then washing the same with water after taken out; putting a rice bran extract in a steamer, placing dried orange peel on a steamer tray, putting the washed mugwort on the dried orange peel, and covering a lid of the steamer to steam the mugwort; drying the steamed mugwort under reduced pressure; and drying the mugwort after rubbing the same.
