The present invention relates to a pharmaceutical composition for treating cancer or inhibiting cancer metastasis, which comprises photothermal nanoparticles on which an immune checkpoint inhibitor is combined to the surface thereof and an immunomodulator (adjuvant) as active components. A composition of the present invention is specifically accumulated in tumor cells, exhibits a significant effect on photothermal therapy by near-infrared irradiation, promotes differentiation of dendritic cells, and has an effect of treating primary tumors as well as metastatic tumors since killed tumor cells, the immune checkpoint inhibitor, and the immunomodulatory act as endogenous vaccine even after photothermal therapy.
