The present invention relates to a non-rotating scanning Lidar providing both a light transmitting unit and a light receiving unit in a non-rotating manner without a motor to reduce the volume and significantly lowering unit costs. To this end, the scanning Lidar of the present invention comprises: a light transmitting unit emitting light in a predetermined range; a light receiving unit receiving light reflected from a measurement object included in the predetermined range, selectively receiving the light to scanning the light, and converting the received light into an electrical signal; and a control unit controlling the light transmitting unit and the light receiving unit.
