The present invention relates to a method for manufacturing environmentally-friendly water-repellent synthetic leather using a non-fluoride water-repelling agent, which is environmentally-friendly, is harmless to humans, and maximizes water repellency. According to the present invention, the method comprises: an impregnation step of impregnating a polyester tricot napped fabric in a mixed water repellent solution for impregnation which includes a water-dispersed polyurethane and the non-fluoride water-repelling agent; a mangling step of mangling the fabric impregnated in the mixed water repellent solution for impregnation to adjust a moisture content at 40 to 80%; a silver layer forming step of coating a mixed water repellent solution for coating, which includes the water-dispersed polyurethane and the non-fluoride water-repelling agent, on the fabric completing the mangling step; a drying step of drying the fabric completing the silver layer forming step at 90 to 100°C for 2 to 4 min by hot air through a dryer; and a curing step of curing the fabric completing the drying step at 140 to 150°C for 4 to 6 min in a curing apparatus.
