The present invention relates to an environmentally-friendly water-repellent synthetic leather using a non-fluoride water-repelling agent, which is environmentally-friendly, is harmless to humans, and maximizes water repellency. According to the present invention, the environmentally-friendly water-repellent synthetic leather comprises: a polyester tricot napped fabric layer; a non-fluoride water-repelling agent impregnated layer formed by impregnating the napped fabric in a mixed water repellent solution for impregnation which includes a water-dispersed polyurethane and the non-fluoride water-repelling agent; and a silver layer formed by coating a mixed water repellent solution for coating, which includes the water-dispersed polyurethane and the non-fluoride water-repelling agent, on surfaces of the napped fabric layer and the non-fluoride water-repelling agent impregnated layer, wherein the non-fluoride water-repelling agent impregnated layer and the silver layer are dried at 90 to 100°C for 2 to 4 min by hot air and then are cured at 140 to 150°C for 4 to 6 min in a curing apparatus.
