The present invention relates to a high-potency stem cell selection method for intraventricular hemorrhage treatment for a premature infant. More particularly, the present invention relates to a high-potency stem cell selection method for intraventricular hemorrhage treatment including a step of measuring the level of expression of a vascular endothelial growth factor (VEGF) and a high-potency stem cell selected by the method. According to the present invention, it has been confirmed that the VEGF is an important factor mediating the nerve cell protection effect of a mesenchymal stem cell in intraventricular hemorrhage treatment and correlation has been confirmed between the nerve cell protection effect and the level of VEGF expression of the mesenchymal stem cell. A high-potency stem cell with an excellent nerve cell protection effect is expected to be efficiently selected by VEGF level measurement and concentration evaluation in mesenchymal stem cell selection and the method and a high-potency stem cell selected by the method are expected to be useful for treatment of various cerebrovascular diseases such as intraventricular hemorrhage of a newborn baby.;COPYRIGHT KIPO 2020
