According to the present invention, disclosed are a special injection packer, which is used for an injection method for enhancing waterproofing performance and ground strength at the rear side of an earthen wall during underground excavation in a downtown area to mix injection materials evenly, and a complex injection method using the special injection packer to enable uniform injection of injection materials in a limited range. According to an embodiment of the present invention, the special injection packer includes: a liquid chemical injection pipe including a first injection pipe including a first inlet formed at the front end of one side to inject a first liquid chemical and a second injection pipe including a second inlet formed at the front end of one side to inject a second liquid chemical; a packer penetrated by a part of the first and second injection pipes, and connected to the front end of an oil injection pipe for injection of air or oil to enable an expansion part to be expanded by air pressure or oil pressure injected from the oil injection pipe; and a mixing device including a mixing pipe connected to the front end of the other side of the first and second injection pipes to inject the first and second liquid chemicals thereinto, and a stirring wing stirring the first and second liquid chemicals while being rotated by pressure from the first and second liquid chemicals to produce a pure material or complete material, and mixing the first and second liquid chemicals evenly through rotation.
