PURPOSE: A multi-stage grouting device using a casing and a rubber tube-type packer, and a construction method thereof are provided to enable multi-stage grouting of bored ground where a reinforcing member is inserted and to collect the rubber tube-type packer while preventing collapse of a bored wall. CONSTITUTION: A multi-stage grouting device using a casing(10) and a rubber tube-type packer(20) comprises the casing; a reinforcing member(17) inserted in the casing; a grouting injection pipe(15) for injecting a grout member into the casing; the rubber tube-type packer preventing an inverse current of the injected grout member; and a pressing hole(25) and a discharge pipe(30). The rubber tube-type packer has a hole through which the reinforcing member, the grouting injection pipe, and the discharge pipe pass. The pressing grouting is executed several times while the rubber tube-type packer is drawn from one bore hole.
