A condition judging device includes a data acquisition unit that acquires data related to the industrial machine; an energy state computing unit that, based on the data related to the industrial machine obtained by the data acquiring unit, calculates an energy state related to driving units of the industrial machine; and an abnormality state estimation unit that estimates whether the operation of the industrial machine is normal or abnormal based on the energy state related to the driving of the industrial machine units calculated by the energy state calculation unit.
