The present invention relates to the field of preparation of isobutylene. A catalyst and a method for preparing the same, and a method for preparing isobutylene by using the catalyst are disclosed. The catalyst has a core-shell structure. The core is a shaped body of amorphous silica-alumina particles and / or aggregates thereof. The shell is aluminum oxide containing silicon and tin. The weight ratio of the aluminum oxide containing silicon and tin to the amorphous silica-alumina is 1:60 to 1: 3. In the aluminum oxide containing silicon and tin, the silicon content is 0.5 to 2% by weight based on the weight of the aluminum oxide containing silicon and tin and calculated as an element. The content of is 0.2 to 1% by weight. The catalyst of the present invention is used to prepare isobutylene by catalyzing a mixture of MTBE and TBA. According to the catalyst of the present invention, MTBE cleavage reaction and TBA dehydration reaction can be performed simultaneously to produce isobutylene. The present invention achieves higher conversion efficiency of TBA and MTBE, and higher selectivity of isobutylene production.
