Controlling the Risks of Government-Sponsored Enterprises

The report satisfies the requirements of section 13501(c) of the Omnibus Budget Reconciliation Act of 1990 (Public Law 101-508). That statute directs the Congressional Budget Office (CBO) to prepare a study on government-sponsored enterprises (GSEs). The law specifies that the study include 'an analysis of the financial risks each GSE assumes, how Congress may improve its understanding of those risks, the supervision and regulation of GSEs' risk management, the financial exposure of the Federal Government posed by GSEs, and the effects of GSE activities on Treasury borrowing,' as well as 'an analysis of alternative models for oversight of GSEs and of the costs and benefits of each alternative model to the Government and to the markets and beneficiaries served by GSEs.' In keeping with CBO's mandate to provide nonpartisan analysis, the report includes no recommendations.
