This document contains 8 papers that address the integration of congestion pricing and intertemporal preference rate in social welfare function; enabling statutes and equity concerns with transit impact fees; key considerations for states seeking to implement publicprivate partnerships for new highway capacity; and, comparing publicprivate partnerships with conventional procurement. This issue also studies retail fuel price stabilization and revenue generation of dynamic taxation policy; fuel tax evasion via the fuel tax refund process; minimizing the impacts of cost and revenue uncertainties on transportation project delivery; and, economic assessment of public rest areas and traveler information centers on limited-access freeways.
