Project Care (Community Action to Reach the Elderly) was initiated by theAdministration on Aging (AoA) of the Federal Department of Health and Human Services in 1991. Project Care was the third component of a broader National Eldercare Campaign (NEC) whose first two components were: (1) a public awareness program to inform all sectors of society about the needs of at-risk elderly and the importance of individual and collective action; and (2) and effort to involve a wide variety of national agencies and organizations representing government, business labor, and voluntary, religious, and civic sectors to address the needs of vulnerable older persons. The purpose of Project Care was to identify effective approaches for expanding existing eldercare coalitions in order to increase the base of support for elderly services. There was a desire to more actively involve organizations and individuals who, in the past, had not had a primary focus on aging.
