The first program objective was to train and place twenty volunteer Ombudsmen, 38were placed and trained. The second objective was to place Ombudsmen in fifteen buildings. Seventeen building were active. The third objective was to provide 4,329 hours of advocacy service. By October 31, 1995 there were 3,591.5. The fourth objective was to form a coalition of housing and community agencies. This was successful. The volunteers received nineteen hours of basic training plus two hours of additional training each month.
