The U.S. Geological Survey (USGS) was established by an act of Congress on March211u001e3, 1879, to provide a permanent Federal agency to perform the systematic and 211u001escientific 'classification of the public lands, and examination of the geologic 211u001estructure, mineral resources, and products of the national domain.' Surface-water 211u001eactivities in the California District are part of the Water Resources Division's 211u001e(WRD) overall mission of appraising the Nation's water resources. Surface-water 211u001einformation, including stream-flow, stage, and sediment data, are used at the 211u001eFederal, State, and local levels for resources planning and management. The 211u001epurpose of this Surface-Water Quality-Assurance Plan (QA Plan) is to document the 211u001estandards, policies, and procedures used by the California District for 211u001eactivities related to the collection, processing, storage, and publication of 211u001esurface-water data. This plan identifies responsibilities for ensuring that 211u001estated policies and procedures are carried out. The plan also serves as a guide 211u001efor all District personnel involved in surface-water activities and as a resource 211u001efor identifying memorandums, publications, and other literature that describe in 211u001emore detail associated techniques and requirements. The scope of this report 211u001eincludes discussions of the policies and procedures followed by this District for 211u001ethe collection, processing, analysis, storage, and publication of surface-water 211u001edata. Specific types of surface-water data include stage, stream flow, sediment, 211u001eand basin characteristics. In addition, issues related to the management of the 211u001ecomputer data base and employee safety and training are presented. Although 211u001eprocedures and products of interpretive projects are subject to the criteria 211u001epresented in this report, specific interpretive projects are required to have a 211u001eseparate and complete quality-assurance plan.
