Bound to Fail: Regional Security Cooperation in the Baltic Sea Area and NortheastAsia

The article accentuates the 'downside' of regional cooperation. The success ofNATO as a regional security scheme may be misleading, saying little about how to get along with one's next-door antagonists. Regional governance, the ostensive purpose of cooperative regional security arrangements, requires inclusive participation. In the article the reluctance of governments in the Baltic area to cooperate on their common problems is compared with the Northeast Asian region, where security cooperation is similarly lagging. The analysis concludes that the two regions are clearly encumbered in their cooperation by effects like those predicted by the syndrome of exclusionary politics, although the patterns are uneven.
