This report responds to your request that we examine the operations of the U.S.211u001eCommittee for the Implementation of Textile Agreements (CITA) in its role in 211u001eadministering the U.S. textile program in light of the 1994 Uruguay Round 211u001eAgreement on Textiles and Clothing (ATC). ATC, which took effect January 1, 1995, 211u001ecalls for the phaseout of quotas under the prior Arrangement Regarding 211u001eInternational Trade in Textiles, known as the Multifiber Arrangement (MFA).
