The main conclusions are: In the period 1986-1996 the increase in car use was 124 (index 1986=100); The use of lorries grew by 36% in the period 1986-1996. The aim of Dutch policy is a maximum growth of 40% for the period 1986-2010; Dutch environmental policy did not result in a decrease or stabilization of CO2-emissions of road transport in 1996; Dutch environmental policy has resulted in lower emissions of NO-X, SO2, HC, benzene, CO, lead and PM10 of road transport in 1996 compared to the levels in 1986; and The effect of the environmental policy of Dutch provinces in the period 1986-1996 was relatively modest for the sector traffic and transport.
