Negotiation: One Key to Consumer-Driven Community-Based Care

The goal was to demonstrate the effectiveness of a very specific negotiationtechniques (the Negotiated Investment Strategy or NIS) as a tool for meaningful consumer stakeholder input on critical issues in the community-based service system for older persons in Oregon. In the 24 months only one NIS was conducted. As the evaluation reveals, it was judged a success by the participants. An intractable problem of long standing was addressed and new patterns of communication among stakeholders were established. Only the first goal was reached. The effectiveness of the NIS process was demonstrated. The objectives were: (1) to demonstrate NIS. (2) to empower groups and individuals (disability advocates, senior advocates, and service provides) within the service area of each AAA to participate in the negotiation process as team members and facilitators. (3) to develop mechanisms that will ensure input from minority/rural/disabled persons in the negotiation process. (4) to develop an on-going mechanism that promotes the informed participation of consumers/stakeholders in the planning, development, and delivery of community-based services. (5) to disseminate details of the demonstration to encourage its replication elsewhere.
