The work reported herein was conducted as part of the Upper Mississippi River-211u001eIllinois Waterway (UMR-IWW) System Navigation Study. The information generated 211u001efor this interim effort will be considered as part of the plan formulation 211u001eprocess for the System Navigation Study. The UMR-IWW System Navigation Study is 211u001ebeing conducted by the U.S. Army Engineer Districts of Rock Island, St. Louis, 211u001eand St. Paul under the authority of Section 216 of the Flood Control Act of 1970. 211u001eCommercial navigation traffic is increasing and, in consideration of existing 211u001esystem lock constraints, will result in traffic delays which will continue to 211u001egrow into the future. The system navigation study scope is to examine the 211u001efeasibility of navigation improvements to the Upper Mississippi River and 211u001eIllinois Waterway to reduce delays to commercial navigation traffic. The study 211u001ewill determine the location and appropriate sequencing of potential navigation 211u001eimprovements on the system, prioritizing the improvements for the 50-year 211u001eplanning horizon from 2000 through 2050. The final product of the System 211u001eNavigation Study is a Feasibility Report which is the decision document for 211u001eprocessing to Congress.
