In 1992, the Health Care Financing Administration (HCFA) began phasing in the Medicare Fee Schedule (MFS) as mandated in the Omnibus Budget Reconciliation Act of 1989 (OBRA 1989, PL 101-239). In March 1995, HCFA awarded Abt Associates a contract to collect and analyze data for constructing resource-based practice expense relative values. The direct and service-specific overhead cost data were to be analyzed by Abt Associates and other researchers to estimate the total practice expanse of each service on the MFS. A Survey of Practice Costs was required for collecting detailed data on Aggregate costs, practice characteristics and service mix. The Survey also includes three parts: Practice characteristics, Practice costs, and Practice service-mix data. The report contains: Total cost profile, Labor profile, Supply profile, Procedure specific clinical equipment profile, Overhead clinical equipment profile.
