The Handford Environmental Dose Reconstruction (HEDR) Project estimated radiationdoses to a maximum representative individual from radionuclides released to the Columbia River from January 1950 to January 1971. Recently the following question has arisen: Were the doses to humans from radionuclides in the Columbia River sufficently high to warrant consideration for medical monitoring. The present report seeks to provide the information necessary to address this question. Two major sections are contained in the report: (1) Estimates of the risks of excess cancer incidence from consumption of radionuclides in fish and waterfowl taken from the Columbia River during the entire period of January 1950 to January 1971 by a defined maximally exposed representative individual (maximum representative individual); and (2) Evaluation of potential bias in the HEDR dose estimates and the effects of this bias on the estimation of dose and health risk.
