In this paper the authors discuss the relation between the microscopic and211u001emacroscopic Onsager-Casimir principles, It is demonstrated that because of 211u001ecertain symmetries with respect to the space reversal operation, which are 211u001eintrinsic to any form of the linear constitutive relations, it follows that the 211u001esymmetries under time reveral expressed by the Onsager-Casimir principle are 211u001evalid both on the microscopic and macroscopic levels. As one of the possible 211u001eapplications the authors show that the property of the general bi-anisotropic 211u001emedia to be reciprocal or non-reciprocal does not depend on the constitutive 211u001eformalism, as should be expected. Thus, in constrast to some recent statements to 211u001ethe literature, the notion of reciprocity has a well-defined physical meaning.
